This is one of many twin-T oscillator configurations that can be found in this section and on this site. In particular, we find this in a 1970s American documentation, with components computed to generate a 100 Hz signal. The potentiometer adjusts the oscillation point, but can also be used to obtain damped oscillations. The capacitor without value can be of 47 nF and the resistor of 4k7 ..
