The normal use of a 4520 as a divide-by-16 counter is shown in Figure bellow. In the normal operation, RST is grounded and connected to the positive supply. The count advances with the positive transition of the clock signal. The outputs goes to 0000 if RST is made The output EN presents a “1" when the count reaches 15. This can be used to cascade other devices. The maximum input frequency depends on the power-supply voltage and is about 8 MHz when the circuit is powered from a 10 V supply.
