This interesting circuit is nothing more than a joke. Of course it can be used for other purposes. What it does is at the end of timing heat a nichrome wire that lights a match which in turn lights the fuse of a June bomb which bursting releases the weight. The weight then falls on a bellows that blows the air that blows out the candle.
