We found this circuit in a 1995 publication. It makes use of infrared LEDs of the type existing at the time that did not have very high performance. Today, the same performance can be achieved with just two LEDs, increasing R10 to 22 ohm or even 47 ohm. The circuit has its trimpot gain adjusted and the LEDs should be directed to the receiver that is given in the next circuit. Power is 15V, but with higher output LEDs can be reduced to 12V.
