Yes, normally to power a 110V or 220V LED, a resistor is used as a dimmer and this dimmer consumes more power than the LED itself. On the other hand, in the case of a neon lamp, as the current is much smaller, the energy consumed in the resistor is dozens of times smaller. You can also use LEDs, which have the choice of colors, in switches and sockets, for decoration or signaling, but preference should be given to the reduction made by capacitors.
